All students residing in a school district are entitled to an ISP or Individual Service Plan, no matter where they are enrolled, including home school. An ISP entitles a child to 90 minutes of service a month. However, the state of NY has been going over and beyond the bounds of ISP's and providing significantly more service time. The state is now pulling back to what the federal minimums are.

If the services are that valuable to the family, then the parents do have a tough choice on their hands. But the schools do not receive the same compensation for ISP's as they do for IEP's. If a parent wants that type of level of service, they must attend the school full time.
