Meanwhile, the UN people in NYC with thousands of dollars of unpaid tickets face nothing.

State of Florida sent me that exact same threat when I refused to pay a ticket I was innocent of when I lived in Michigan. My girlfriend's father at the time was a detective in the state police, I told him about the letter and he just laughed at me for believing that Michigan would go through all that work so that Florida could get a check. He said the only way they will get the money is if they pull you over again in the state and run a check, then you will be hauled in and forced to pay it, with interest. That was 20 years ago, I guess it has probably accrued nicely in that time...
Sadly there is nothing that state or local governments can do about that. However, any police officer who doesn't pay his or her traffic tickets can and should be fired immediately. If they do not obey the "small" laws how can we expect them to obey the "big" laws?
Aren't most states' driver's license registries linked nowadays? I would think it would not cost one state much money at all to electronically notify another state of unpaid tickets.

Notify them is nothing, it’s them actually going through the motions of pulling a license that costs money.

Taking bribes used to be a felony on the Federal level. Guess not anymore.
Now, all they have to do is enter the offense in the National Registry, and you won't be able to renew your driver's license in Michigan until you settle in Florida.
I don’t live in Michigan any more, and that was 20 years ago. I doubt that every state who has out-of-state unpaid tickets is going to go to all the other states and demand that their residents not be allowed to renew their licenses, it isn’t going to happen, you are talking about probably millions of people. They may threaten it, but I doubt it will really come to that.
That’s a shame to hear.
One of the things though, homeschoolers are NOT the silent put up with it or maybe we’ll stop homeschooling types. They’ll fight. They are not going to put their kids in public school simply because the government has suddenly become overbearing.
If they can’t figure something out, they’ll leave the state. Eventually you will see some people getting arrested for not reporting.

All I'm saying is they don't have to do that. They simply make an entry in a National Registry that would put a stop on reissue of a driver's license in ANY state until the matter is resolved. Since your situation is only a parking ticket from a long time ago, it very may well slip through the cracks. However, I had a speeding ticket from 15 years ago from another State that I thought I had payed show up in the system. I couldn't renew my license till I payed it.
When the tow companies tried to send beer and pizza to 'choir practice', I'd run them off, establishing the concept, 'we do not dirty our skirts' etc. etc.
But even in cases not involving money, i.e. the guy boinking a 17 YOA high school girl, their name would always be in the top one or two on the tow register. Always.
Again, this was my personal observation, supported by others who noticed the phenomena. This tow biz linkage was across the board as far as every type of 'conduct unbecoming' incident, to flat out murdering a spouse.
While my experience is limited to California, nearly every state allows the tow company to charge 3 to 5 times as much as what Auto Club pays for the same exact service.
It also reflects that arbitrary power entrusted to the state and it's agents breeds corruption. I think Lord Acton had some comments concerning that ;^)

Your are probably right. After all, it is not only the parking tickets, but interest, penalties, etc, etc. A pair of $5 tickets could escalate to $90 in eight years quite easily. And, seeing all the bad publicity, the department would probably be pulling out all stops to find anything on this woman if they could.
Still, we may be seeing only one side of this story.
