I can't see how you figure this. At least there is a gestalt "naked lady". That is, I can tell right away how this is seen in the image. I can't pick up a rod, reel, line or hand at all.
The Vice Presidential Outdoors website has the picture along with several others. You can go "Back" to a picture of a hand holding a rod and reel, and I have to suppose this is the origin of the suggestion that this is the image in the glasses, as little sense as it makes.
In fact, I don't think he's even fishing in the subject picture. He's wearing a jacket, and there's another picture of him fishing without one, and his pose is not suggestive at all that he is fishing ... to me.
I tried holding my glasses at arms length to simulate the apparent viewing angle of the photo, and positioning them around a lamp to get a similar pair of images in the lenses. I found that the condition for the relative positioning of the "naked lady" object in the two lenses is fairly restrictive. Note that the image in the far lens is closer in to the nose. In my experiment, this was easily obtained, but only over a small range of angles. My rough results suggest that the object is several feet to Cheney's right, as he stands.
