Operation Cyclone was initiated on July 3, 1979; several months before the hostages were taken.
Cyclone was the brainchild of Brzezinski, but was essentially a sideshow compared to Carter's more blatant undermining of the Shah's government (which led to the taking of the hostages once the Shah fell), and so far as the Iran-Iraq War, a more detailed account of how Carter and Brzezinski instigated that carnage can be found here:

The only thing that Operation Cyclone establishes is that Brzezinski was and is at least as capable as the imaginary character "Dr. Strangelove" (with a buzz haircut), and that the Carter Administration was a curse upon our Nation and the world in general.
