WASHINGTON - The government's plan to crack down on illegal workers could cost employers more than $1 billion a year and legal workers billions in lost wages, a study commissioned by the U.S. Chamber of Commerce says.
Those costs are enough to trigger a federal law that would require the Homeland Security Department to analyze more thoroughly the effect of its proposal, said Richard Belzer, a consultant hired by the chamber to do the study. It was made available to The Associated Press on Thursday.
The department's proposed "no match" rule would require employers to fire workers who can't resolve mismatches between their name and Social Security number. The chamber opposes the proposal.
Belzer's study will be among public comments submitted to the Homeland Security Department on the proposal. The department could adopt the proposal after reviewing the comments. The deadline for comments is Friday.
Social Security sends no-match letters to employers. They often occur because someone is working illegally, but a mismatch can also take place because of typos, misspellings and name changes, among other reasons.
The Homeland Security Department issued average costs for employers based on how many employees they have and what percent might be unauthorized workers. It determined there would not be a heavy cost to employers.
Belzer, a former economist with the Office of Management and Budget, looked at overall costs and multiplied the average costs by the number of employers in each category. He also used the Homeland Security's estimates that 2 percent of legal workers a year would lose their jobs because they can't resolve the Social Security mismatch.
That adds up to between 37,000 to 137,000 unable to get work. Belzer estimated their lost wages would be from $8 billion to $37 billion.
Belzer said the crackdown could cost employers who have to carry out administrative paperwork when their employees are affected. The loss of employees could also affect a company's ability to produce goods.
His cost estimates are based on the department's now -suspended plan to enforce the no-match rule after the government sent 140,000 employers no-match letters, each with about 10 or more names. A U.S. district judge blocked the plan last October after groups opposed to it sued. The department is appealing.
A law in place since 1981 requires agencies to do a comprehensive study of proposed regulations if the cost exceeds $100 million, said Belzer, an independent consultant.
"This is 10 times that," Belzer said. "They haven't done the level of analysis that for almost 30 years would be commonplace."
Russ Knocke, the department's spokesman, said while the he is "not shy to talk about the virtues of no-match, it's difficult to talk about something I have not seen."

I noticed they didn’t tackle the billion$ spent on illegals - by us - for their “free” medical care....nor the billion$ in welfare, et al., nor the billion$ spent keeping them up in prisons that are still much better than the homes they came from in Mexico. I am so weary of liberals telling me how good it is for me when someone breaks into my home and raids the quickly emptying fridge.
Here is what MATTERS:
1) Legal American citizens and legal immigrants put out of work by unfair, illegal labor
2) Lost Federal, State and City tax revenue on those dodging taxes keeping hiring under the table
3) Lost contributions to SSA, FICA, State unemployment, etc.
4) Insecurity of U.S. borders during a time of war

I'm breathlessly awaiting a follow-up study by the Chamber on the cost to the average Joe Taxpayer who is currently carrying the elephantine costs of welfare, free hospital, education, food stamps etal afforded to these same illegals.
At least, "business" get to pass the costs on to their clients and customers. We schlumps get to pass the costs on to our offspring if we survive that long.

Hogwash. Businesses and working citizens prospered in the 1950's and 1960's after a major crackdown on illegal aliens in the United States. In those decades of prosperity, it was also more common for workers to be paid for every hour worked.
The drive for cheaper labor, and massive unpaid overtime, has not been beneficial to most US companies, or the overall economy, in the United States over the long term.

You know...that is a big issue with me. We are importing a slave class. Simply because it’s “voluntary” doesn’t make it decent, moral or right. If we wouldn’t treat an American citizen this way then it’s wrong. This doesn’t even touch on all of the other reasons that we should build the wall and penalize business who use them.

Do it! It’s not about how money it costs it’s about a nation of _laws_ executing the laws. This is why we pay taxes, not to give it to everyone who doesn’t want to work and foreign aid!
Come on guys— are your knees jerking? :-) If you re-read the article, you will see that the 37,000 to 137,000 unable to get work are not the illegals, but the estimated 2% of legal workers who are unable to resolve the mismatch. How 2/100 people could not be able to resolve the mismatch, I don’t know, but that is what DHS claims according to the article.
And the savings to the taxpayer would be exponentially higher. The taxpayers are the ones subsidizing the illegals for business and American workers are having their wages depressed by this illegal influx.
It’s a big issue with me also as it runs counter to the principle of equality under the law where all crimes (identity theft, tax evasion, etc) are all prosecuted the same regardless of who commits the crime.
I am just amazed at the incredible number of people violating the law and the governments response of looking the other way and then telling me how good it is for me.
I am baffled by efforts at amnesty that rewards people based on how long they violated the law.
Upon further thought perhaps some of them are unable (unwilling) to give their correct SS number as they are also collecting disability or unemployment payments on their SS number?

This is simply astonishing. The U.S. Chamber of Commerce is now putting out official studies to justify its members BREAKING THE LAW. This is what our perverse immigration policy has led to — businesses so addicted to the crack of cheap labor that they have lost all sense of morality and common sense.
1 Bilion $$? Big deal, that’s nothing. Those same employers are costing the American taxpayers dozens of times that amount, by providing the inducement of employment to the illegals who come up, commit crimes, and mooch off of our social services.

ANY social security number that was legally obtained CAN BE VERIFIED - Social Security knows where you got it and has archived the application that includes the documents you used to get it
most all of those documents - birth certificates, etc. - are NOT missing, you can always get copies
The biggest difference between 1860 and 2008, other than the unwilling vs. the willing, would be that in 1860, the individual slave owner paid whatever the costs were for "their" slaves. Today, that cost is being forced on the collective populace.

They don’t pay that much to illegals, but the labor pimps might charge that much to customers. Seems like the IRS could be interested in some of these arrangements, but if the IRS did investigate, some rogue judge would put a stop to that.
