Because Bush is incompetent when it comes to ANY public relations on ANY topic....
Since one “Fireside Chat” style press conference from Bush would years ago have dispelled this issue completely and made the Democrats look like morons into the bargain, I can only presume the Administration has chosen to take the huge public relations hit to themselves and the entire Republican Party in order to protect some other interests.
