McCain didn’t qualify to be ranked; he failed to vote often enough. The 94% represents only his record on those few votes he bothered to cast.

That makes no sense. He was ranked. How could you say he didn't qualify to be ranked, if they ranked him?

It's like saying a person who doesn't qualify for food stamps is getting food stamps.

What's wrong with saying that? Another term for it is "fraud" and "deception."
