Handguns are registered at the time of purchase in CA or must be registered within 90 days if you move into the state with them. Handguns in the state before the registration law went into effect (I forget the year) did not have to be registered.
If you are caught carrying a loaded handgun in CA without a CCW and the handgun is registered to you, its charged as a misdemeanor (for a first offense). If its not registered to you, it is charged as a felony.
