Poland says US shield offer not yet acceptable

WARSAW (Reuters) - Poland said on Tuesday recent U.S. proposals to strengthen Polish defenses in return for hosting a controversial American missile shield fell short of its demands.

Washington wants to install 10 land-based interceptors in Poland as part of an anti-missile system designed to protect the United States and its NATO allies from attack by what it calls "rogue states," especially Iran. Russia opposes the plan.

"We have the right to set our own conditions and expectations. At the moment the U.S. proposals have not reached a satisfactory level for Poland," Prime Minister Donald Tusk told reporters.

"There will be a missile shield once our conditions are met," he said, in his first public comments on the shield since U.S. and Polish negotiators discussed the initiative last week.

Polish daily Gazeta Wyborcza said on Tuesday the United States was increasingly frustrated by lack of progress in talks with Poland and quoted an unnamed source as saying Washington wanted to know by mid-July whether Warsaw would host the shield.

Tusk's liberal government, elected last October, wants the United States to spend billions of dollars on strengthening Polish air defenses.

It is also concerned that a possible Democratic administration in the White House after November's U.S. presidential election might back away from the plan, which already threatens to strain Russian-Polish relations.

Russia sees the proposed system as a threat to its national security and has threatened to point missiles at Poland and the Czech Republic, its former Cold War satellites, if the system is deployed on their soil.

Prague and Washington recently agreed on the citing of a radar system on Czech territory.

The U.S. State Department's Stephen Mull said after last week's talks that Washington would seek a different location for the interceptors if Poland declined to host them.

We pay zillions to upgrade THEIR air defenses, zillions to put the "shield" in place, zillions in maintenance, to protect THEIR territory.

In return, THEY......... uh.......... hmmm...........uh.... let us.

Is that pretty much the deal?

I say put the missiles here to protect us. After Iran hits Europe with their first nuke they will change their minds. Europe seems destined to learn their mistakes the hard way.

Demands? If they were buying the missiles from us, maybe they could make a few requests, but we are spending billions on protecting them and in the process have all but ruined any kink of civil relations we might have had with Russia in the process. Now Poland is making demands? BEGGARS CAN'T BE CHOOSERS!

Thanks so much for the Caucus4Priorities, for the great work you've been doing. As president, I will end misguided defense policies and stand with Caucus4Priorities in fighting special interests in Washington.

First, I'll stop spending $9 billion a month in Iraq. I'm the only major candidate who opposed this war from the beginning. And as president I will end it.[i.e. not win it]

Second, I will cut tens of billions of dollars in wasteful spending.

I will cut investments in unproven missile defense systems.

I will not weaponize space.

I will slow our development of future combat systems.

And I will institute an independent "Defense Priorities Board" to ensure that the Quadrennial Defense Review is not used to justify unnecessary spending.

Third, I will set a goal of a world without nuclear weapons. Russia, China flex muscles in joint war games

CHEBARKUL, Russia (Reuters) - Russia and China staged their biggest joint exercises on Friday but denied this show of military prowess could lead to the formation of a counterweight to NATO.

"Today's exercises are another step towards strengthening the relations between our countries, a step towards strengthening international peace and security, and first and foremost, the security of our peoples," Putin said.

Fighter jets swooped overhead, commandos jumped from helicopters on to rooftops and the boom of artillery shells shook the firing range in Russia's Ural mountains as two of the largest armies in the world were put through their paces.

The exercises take place against a backdrop of mounting rivalry between the West, and Russia and China for influence over Central Asia, a strategic region that has huge oil, gas and mineral resources.

New Pentagon Report: China's Growing Military Space Power

GOLDEN, Colorado — A just-released Pentagon report spotlights a growing U.S. military concern that China is developing a multi- dimensional program to limit or prevent the use of space-based assets by its potential adversaries during times of crisis or conflict.

Furthermore, last year's successful test by China of a direct-ascent, anti-satellite (ASAT) weapon to destroy its own defunct weather satellite, the report adds, underscores that country's expansion from the land, air, and sea dimensions of the traditional battlefield into the space and cyber-space domains.

Although China's commercial space program has utility for non- military research, that capability demonstrates space launch and control know-how that have direct military application. Even the Chang'e 1 — the Chinese lunar probe now circling the Moon — is flagged in the report as showcasing China's ability "to conduct complicated space maneuvers — a capability which has broad implications for military counterspace operations."

Ironically, just 24 hours ago, on a different forum, another participant spoke dismissively of the sources I "sited." Homophones seem to be a real problem for some people.

It may well be that putting the missiles on Polish territory gives is the best, most forgiving firing solution for Iranian IRBM's. Putting them in the US would do little good if the object is to defend Europe.

I will not argue that it is a good location to protect Europe, but they don’t want them. I think it is crazy that we are trying to bribe Poland to allow us to protect them and the rest of Europe.

This move is nothing but pro-Russian appeasement intended to stop the deal from happening at all. Tusk is afraid of Russia and does not want to anger them. Poland has chosen to cower in fear rather than stand up in defiance. America will view this as nothing more than looking a gift horse in the mouth. It seems unlikely that the deal will be sealed before President Bush’s departure from office.

Why is it our job to defend Europe? Can't they pay for their own defense?
