Why on earth would the CIA be helping Libya build nukes?
If the connection is real the CIA would probably have been feeding false data to a Libya they knew was looking for nuke information. I think it's plausible.

The CIA does a lot of crooked things, in this case
the Libya/Saddam nuke program. They like to look
the other way and help friends.Saddam was paying for
it, had uranium shipped to Libya from next door
Niger, and deal was brokered through French company
COGEMA, who had darlings of the CIA working for
them, as well as consulting for Niger, the Wilsons.
