Right! Let's all report all erratic or unexpected behavior we see...see someone stub their toe on a curb stone...call the police they may not just be clumsy, they may be drunk, so call the police.
Every driver that has any kind of accident should be given a drug test and while we're at it how about a deep body cavity search...just in case.
