I personally think a better idea would be to charge people with carry on luggage the excess fee instead. Nothing annoys me more than some clown trying to cram their carry on into overhead compartments not designed for anything larger than a true overnight size piece of luggage. It also slows everybody down when trying to get off the plane.

One of my pet peeves as well. I carry a pillow with my book and a magazine/newspaper and pen to do the X-word or Soduku and I check my bag like a normal human being. When it is time to deplane I have to wait an extra 20 minutes while people negotiate their over-sized luggage out of the overhead bins.

They should just let everyone who isn't going to get into the overhead bins off first, we would clear out of the plane in about 3 minutes or less, then the monkeys who didn't want to wait for baggage claim can make everyone else wait while they wrestle out their luggage.
