I remember in 2004 McCain went out of his way to protect John Kerry’s “honorability” in the face of the Swifties.

Asked to clarify his remarks, specifically asking about the attacks on the U.S.S. Cole during Barack Obama campaign conference call, Kerry said, "well, we hadn't declared war," Declarations of war are diplomatic courtesies used to politely inform sovereign nations that we intend to wage war upon them.
Congress refused to declare war on the Barbary Pirates in order not to give then the prestige of being treated like sovereign nations.
Likewise, a Declaration of War was never issued against the Confederate States of America as the Confederate States were not considerd "sovereign states" but merely "rebels".
Be that as it may, the U.S. was certainly "at war" during those two conflicts.
It it truly amazing how clueless a man can be and still be a U.S. Senator.
