If they refuse to sign then the Texas SC order still stands and the kids must be returned. No court can force a signature to circumvent a standing order from a higher court.

Yeah, well that piece of paper saying the kids must be returned isn’t doing the parents much good. The almighty State still has their children, and possession is nine-tenths of the law.
It's actually the Appeals Court order that stands. The SC just affirmed that order by refusing to in turn order the appeals court to retract it.
