These days, Southern states are the ones that benefit the most from an overreaching Federal power. With the exceptions of Texas and Florida (barely), every state in the South is a net drain on the Federal budget:

Next time you use your broadband internet connection or digital cable, thank a Southerner for the fiber optic cable you are using. Also, when you see the anti-missile shield, the F-22 and the F-35 aircraft protecting all of us, thank Southerners for that too. What has Minnesota given us besides Scotch Tape?
Interesting. Do you happen to have a breakdown on the types of Federal spending in each state?
I ask because I suspect that a considerable amount of Federal money spent in the South is defense related. IIRC, the majority of military installations are in the Southern states, as are a number of defense industries.
Taking advantage of a legitimate Federal function (defense) is not quite the same as taking advantage of illegitimate, overreaching Federal programs....assuming that is the case with the Southern states, of course.
