I think that probably from a child he has had the significance of the office and role of the President and how a public servant should behave that he would find it undignified and just not Presidential to refuse any form of friendly overtones even if dishonest ones.
This is not the first time the The Speaker has been playing nicey nice with the President and then within days or even hours totally rubbished and insulted him one wonders if it will follow a similar pattern once again.

I believe her sister has also done similar work in Africa and maybe elsewhere but she is the quieter one and what she is up does not get reported as much.
