You misunderstand, the taxpayer still pays. The state just doesn’t send it to Washington DC, they keep it. Therefore they do not have to wait for money from DC.
This may be the start of “We the People”....have had enough.
Is that what they are trying to do? The State can’t stop Fed from withholding taxes right?
