I guess this is kind of like buying prescription drugs from South of the border... far less regulation and taxes on the fuel...thus it is cheaper?

Does it really cost 60% of what it does here to produce gasoline?

The Mexican gas is heavily subsidized by the Mexican government.

Oil industry is vertically integrated in Mexico and state-owned and run. The cost at the pump is independent of the commodity market.
