You are incorrect. That neighborhood is about 65% Italian-Americans, 23% white yuppies, 5% Asian food vendors and restaurant workers, 2% African-Americans and 5% Hispanic immigrants.
Philly is the only city I can think of that would be improved by immigrants and hipsters. New York has effectively been remade by both an influx of affluent transplants, and immigrants from Asia/Latin America/Eastern Europe, so the “black/white” dichotomy of places like Philly and Baltimore seem quaint to most New Yorkers.
