Most of the traffic I see is east west and with China taking market share away from Mexico, this road will only be used for smugling drugs and illegals.
The Panama Canal is being expanded to handle much bigger ships. There's no more room to build more port facilities on the west coast, so lots of goods from the far east will be coming into the ports of Houston and Corpus Christi. There are also plans to expand ports on the pacific coast of Mexico and connect them up to TTC corridors.
