I did a little quick research on Mr. Street. It turns out he has quite a collection of corruption charges levied against him, not the least of which is his financial connections with his older brother, Milton Street:

One company paid Milton Street, who is a hot dog vendor, $30,000 a month consulting fee. Mayor Street continues to defend his brother's right to pursue city contracts...

The real question is: How does someone like this continue to get reelected? Oh...wait...it's probably the same way that Nagin continues to get reelected in New Orleans. Still, it continues to amaze me. The corrupt politicians continue to get richer, but the people they promised to help continue to get poorer. You'd think they'd learn after a while. But, that assumes they are informed about what's going on in their city...probably not the case.

Exactly right, in my opinion. I think that total corruption leads to total corruption as an acceptable social, economic, and political standard of motivation and behaviour, “All power corrupts and absolute power corrupts absolutely.” - Lord Acton
