I, GEORGE W. BUSH, President of the United States of America, find that the current existence and risk of the proliferation of weapons-usable fissile material on the Korean Peninsula constitute an unusual and extraordinary threat to the national security and foreign policy of the United States, and I hereby declare a national emergency to deal with that threat. I further find that, as we deal with that threat through multilateral diplomacy, it is necessary to continue certain restrictions with respect to North Korea that would otherwise be lifted pursuant to a forthcoming proclamation that will terminate the exercise of authorities under the Trading With the Enemy Act (50 U.S.C. App. 1 et seq.) (TWEA) with respect to North Korea.

That's great CYA language from our illustrious Commander-in-Chief, but the net effect remains the same:

Bush has caved to Kim Jong Il, we are back to the days of Clinton/Albright/Carter so far as Pyongyang is concerned, our ally Japan is wondering WTF is going on, and a U.S. ship carrying 37,000 tons of wheat has already arrived in the NK port of Nampo, i.e. 'the fix was in'.

And the hundreds of thousands of North Koreans being tortured and experimented on in countless concentration camps will no doubt be very grateful that their guards will be eating better with the increased food aid coming from the U.S. and the U.N. Ahhhh what the Hell, let's raise a glass and toast the Third Leg of the Axis of Evil errr, that is "America's Newest Partner for Peace and Prosperity"!!
