Several different agencies had pieces of information, but without one entity putting it all together, the warning signs were missed. It wasn't negligence, it was just typical government agency action; no one agency knows what another is doing.
Money seeks the best return, or so we're told by economists. I think that's probably true. So the question is where is the best return on investment going to come from? "legal commerce" and "domestic industries" or cocaine.
Cocaine will provide the best ROI by far. It makes the farmers a helluva lot more money than corn or fake Nike's. Everyone in Columbia makes money from cocaine directly or indirectly. Cocaine drives the Columbian economy in a way that no other product or commodity will do.

The combination of a big ego and relative stupidity is exactly what propels people like Pelosi. Just smart enough to pull off maneuvers with the big ego powering through and shrugging off sane alternatives. An ego big enough to do daring things but not smart enough in the long run to survive an escalating chain of insane maneuvers.
Very smart people often are unable to take action - too many good alternatives and analysis paralysis.
Very dumb people screw up on the first try.
Semi-smart people too dumb to understand their limitations take action and with good instincts can survive for quite a while. That class of people is usually the spawning ground for politicians.
There are exceptions: people so smart that they understand this dynamic, use it consciously, and get extraordinary results - e.g., Newt. Of course, their own belief in their super-human qualities and unassailability will usually sink these people, e.g., Newt.
The sad part is that the media is run by populist numbnuts and no longer by people who see it as their purpose to insist on politician's honesty, thereby allowing people like Pelosi to be portrayed as benevolent instead of as the power-driven semi-dim-bulbs they are. Nothing happens until there is such an embarrassing crisis that even the media can't keep up pretenses. This may be happening now with this story, but I will hold my breath for a while ...
