Congressional Off-Shore Drilling Ban Expires Sept. 30, 2008 -- Unless Congress Renews

For those of us with limited knowledge of the ins and outs of the debate on off-shore drilling along American coastal waters, it is important to understand this fact:

The ban by the U.S. Congress on off-shore drilling has to be imposed every fiscal year and is scheduled to expire Sept. 30, 2008.

This explains President Bush's announcement that he will repeal a separate executive order on off-shore drilling leaving only the Congressional ban in place.

The gambit by the President will force both houses of the Democrat-led Congress to vote before the elections on keeping the ban in place at a time of record high oil prices and record global demand that has driven domestic gas pump prices to over $4 per gallon.

Even if Speaker Pelosi and Majority Leader Reid are able to pass the ban, they would still have to get the ban past President Bush, either with his signature or by over-riding a veto.

President Bush has laid the groundwork for a battle the environmental extremists and anti-drilling politicians in both (but mainly the Democrats) parties don't want.

I’m sure it’s in the Constitution some where that we can’t drill for our own oil. Take this to the Supreme Court and have them prove that it’s in there.

Bravo President Bush. I think they have finally realized a way to take the majority in the senate and whitehouse in 2008 plus perhaps gain a few seats in the house. Hang the high prices around the necks they belong around. Now if we can get them to run to the cameras like the Dems do?!

I agree, but I suspect new rigs and drilling ships are being built as fast as they can be. I know that if I owned a drill rig fabrication company I'd be running three shifts right now. Drilling ships are a different matter...you need dry docks and we just don't have much ship building capacity in the US.

I'm basing my opinion on stuff I've read here on FR, not on personal research.

I’m sure Obama will renounce Bush for this before the day is over - after memorizing the democrat talking points issued by Pelosi and the DNC. No big deal. By tomorrow he’ll be for it saying he has “refined” his opinion.

The Dems will have to vote on this while their constituents, including liberals, are pi$$ed off about $4.00+ gasoline.

Pelosi and her pals are now in the hot seat.

Regardless of the outcome, this is great material for the election campaigns unless the Republicans screw it up by not sticking together on this issue.

I think the matter has been negotiated and settled for some time. The issue is not the issue. The congressional issue is CYA. The ban renewal will be brought to a vote and will fail.

The ones voting for the ban will be those who must vote for it or loose their seats.

The ones against the ban will be those who must vote against it or loose their seats.

That leaves a few who don’t have a problem to vote against the ban and make up enough votes to pass. My guess is the votes are already counted and in the bag.

For some reason, folks consider the term "cojones" to be more tactful than "nuts," "balls," "stones," or "testicles."

Then there's the British term, "bollocks," which has both a perjorative and positive sense.
