This is good, isn't it? Doesn't the moratorium sunset in October? That would mean no new legislation = no moratorium.

Oh I bet that back when the moratorium was being reauthorized last time the DemocRATS thought it was a good idea to have them set to expire just one month before the 2008 presidential election so they could beat Republicans over the head about the "environment".

Interesting theory, but these things are typcially set through Fiscal Years. The new fiscal year spending period begins October 1. That’s why the ban ends on September 30, based upon it being part of an annual appropriations bill.
