This look is really stupid, but even worse, even more ridiculous is some A-hole using legislation or city council rule-making to enforce what is no more than a matter of taste.

Atlanta has the same legislation
Look at the pathetic quote from this article.

Baggy Pants: Outlawed in Atlanta? If Legislation Is Passed, Men in Atlanta Will Have to Pull up Their Pants or Pay up Aug. 24, 2007
"[There] should be a law against it. I think they should be arrested. They should be fined," said Atlanta resident Beverly Thomas.
But the American Civil Liberties Union has stepped in, arguing that, among other things, this new legislation is racial profiling.
"Is it distasteful? Maybe. Does it need to be legislated? We don't think so," said Benetta Standly of the ACLU of Georgia."

But it’s everywhere now devolve. It has been a fad with boys for awhile. Even my grandsons wear the ‘baggy’ pants, just not low ones like that!
Yes, I can see the point of what you wrote, sickening as the thought is..

Loose & comfortable is OK
Dumbing down to the street-hood style is a mistake that can typecast people

Lol, I have to say I’d rather see an inch of underwear showing than some pictures of guys sitting on barstools in jeans.... snicker. Crackdown says it all!

Bars and restaurants downtown ban that (plumber-butt) garb you mentioned - never get in the door
- Long shirts tucked in or long worn out loose over the pants only
Men cannot wear the sleeveless T-Shirts either - even banned at Bobby V’s

Lol, the “no shoes, no service” has evolved into no saggies, no plumber’s butt, no thong.... Soon they will have to include ‘no nudity’, the way things are going.

This started in the 1990s. When arrested the first things taken from the prisoner is his belt and shoelaces,to keep them from trying to hurt themselves. The young hoodlums started to wear their pants like this to tell the Police they were ready to be arrested and did not care. Yep. And when they try to run from the Police the pants drop around their ankles and trip them. BEAT COPS FOR BAGGY PANTS!

How scary is it to know todays Doctor Spock style Bohemian parents continue giving a tacit approval to a trend that originated with criminals gangsters who had their belts and shoelaces taken away while incarcerated?
Parents don't set limits on the behavior because they seem more concerned about the child's freedom of choice rather than the social consequences that create a dysfunctional society.
