Nearly two-thirds of Egyptian men admit to having sexually harassed women in the most populous Arab country, and most say women themselves are to blame for their maltreatment, a survey shows. The forms of harassment reported by Egyptian men, whose country attracts millions of foreign tourists each year, include touching or ogling women, shouting sexually explicit remarks, and exposing their genitals to women.
"Sexual harassment has become an overwhelming and very real problem experienced by all women in Egyptian society, often on a daily basis," said the report by the Egyptian Centre for Women's Rights.
Egyptian women and female visitors frequently complain of persistent sexual harassment on Egyptian streets, despite the socially conservative nature of this traditional Muslim society.
The behaviour could have repercussions on Egypt's tourism industry, a major foreign income earner, with 98 per cent of foreign women saying they had experienced harassment in the country, the survey said.
The survey of more than 2000 Egyptian men and women and 109 foreign women said the vast majority of Egyptians believed that sexual harassment in Egypt was on the rise, citing a worsening economic situation and a lack of awareness or religious values.
It said 62 per cent of Egyptian men reported perpetrating harassment, while 83 per cent of Egyptian women reported having been sexually harassed. Nearly half of women said the abuse occurred daily.
Only 2.4 perc ent of Egyptian women reported it to the police, with most saying they did not believe anyone would help. Some feared reporting harassment would hurt their reputations.
"Out of Egyptian women and men interviewed, most believe that women who wear tight clothes deserve to be harassed," the survey said. Most agreed women should be home by 8 pm.

They are literally blaming the victims.
Islam teaches that women are to blame for tempting men to sexual infractions. Hence, women must be covered up and restricted, in order to restrain their wild desires for sex.
Ergo, whenever a man is overcome and not able to resist, it is the woman’s fault, and she has to be punished.
If all the evil hussy women would just wear those black, head-to-toe tent outfits, with only their eyes visible, those poor men would be able to control themselves and society wouldn’t be plagued by such behavior.
I’m hoping that my idea will catch on, that around the world, women and girls grow up with the idea that they must always be armed with a short knife or other blade, which are available everywhere, and that if they are assailed or attacked by a man to cut him.
A small nick or a large gash, it doesn’t matter as long as men are given the lesson “hands off!”
If enough women and girls do this in an area, it will break the confidence of aggressive men to attack them with impunity. Just their having to pause before attacking will be enough to stop many attackers.
And it all begins with an idea shared with women. Women talking with other women and girls.
I have long appreciated Christianity’s views on women, that we are made in the image and likeness of God and due respect because we are His creatures. But the more I think about it, I appreciate Christianity’s respect for men as well. Rather than looking at them as animals in heat, too weak to control themselves and behave with dignity themselve, Christianity looks at men as creatures made in the image and likeness of God and expects them to act that way.
I’m always reminded of the African tribes - or the South American tribes where the women are scantily clad - even topless - and the men seem to be able to live among them without violently attacking them.
Then there’s the european beaches - and south american beaches....topless sunbather - very little violence.
What is it about these muslims that cannot handle the sight of a woman’s ankles, let alone her breasts?
These are the Egyptian men who can’t afford to go to Dubai or Bangkok for sex vacations....
