The only way they cease being a Terrorist Nation, and ergo come off the Terrorist List, is when Kim Jong il is assassinated or dies due to illness and a group of democratic patriots take over and reunify with the Republic of Korea.

Any other agreement with such a regime is bound for failure. It is based on the foolish, State-Department-believed premise, that their promises mean anything. Only a hopelessly clueless person in high-up, Ivy League-status, rarified-air US foreign policy circles devoid of any street smarts or real world experience, would be fooled into thinking otherwise.
