I do not necessarily disagree with this vote if it was limited to emergency treatment, and not to anything elective.

Call me a bleeding heart lib for it, but I would rather not have the illegals dead because they did not get some emergency treatment for fear of getting reported.

Structuring it to report them if they did not PAY for the emergency treatment if full would be a much better structure in my humble opinion.
