Human Rights Watch said today it had collected evidence of Russian warplanes using cluster bombs against civilians in Georgia. Military aircraft killed at least 11 civilians and injured dozens of others in Gori and the village of Ruisi on Tuesday, the group said. This was denied by the Russian general staff.

It is a fine line you have to draw here. It is a fact that military targets have civilian infrastructure around them. If troops use towns as refuge or garrison themselves in them then there is nothing to say that they can’t be attacked.

The Argentines were using the capital Stanley to position artillery in and they were targeted accordingly. You also have to take into consideration weapons malfunctions. NATO aircraft carrying cluster munitions in Yugoslavia also hit civilian areas. NATO cluster munition went astray and landed miles away from the Yugoslav airfield. It is a sad fact, but it is a problem for all military commanders.
