It sounds like they need to fix that, however I'm betting it would need to go to voters, and that they won't be able to get it on the ballot by November.
The only way he is likely to be removed is if he's in jail. Maybe then the governor won't be able to ignore or stall on the issue any longer and would have to remove him.
Maybe Robert Mugabe can fill in as mayor while Kwame works out his legal problems. He could be mayor emeritus.
