The Mexican Government is one of the drug gangs. The border war is happening, in part, to cover the Mexican Government’s involvement.
The Mexican government is certainly corrupt. The recent problems in Juarez, though, are because of fighting between two separate drug cartels. The government is a third element.
Sadly, the Mexican gov’t is horribly corrupt, always has been.
And perhaps, always will be.
