FYI the term “well-regulated” at the time the 2A was written meant “well provsioned.”
No it did not, it meant "properly functioning", "fit for its intended purpose". They spoke of "well-regulated" cities, "well-regulated" appetites, and "well-regulated" clocks.
Now in the case of a militia, one precondition for being "Well regulated" would be to be well provisioned/equipped". But "well trained" is also required, as is "well lead".
