These killers should have been forced to earn their amnesty. One year hard labor repairing infrastructure and houses they destroyed.

It’s a bitter price to pay, but it’s the price of ending an insurgency. Same thing happened in El Salvador. You don’t win until the guerrillas/terrorists quit. They won’t quit if there is a perpetual price on their head.
