How naive. If technical details are hidden away either through government secret classification or through private proprietary trade secrecy, then the science and engineering can go to waste. Think the end scene of a vast government warehouse in "Raiders of the Lost Ark." ;)

There was a time when NASA openly shared science and engineering with the American industry (and even foreign governments), but now NASA either keeps the details close or licenses the technology to companies like Bigello Aerospace for big $$ or for favors like with the Google deal.
