There's a lot we don't know about this survey's methodology - how the sample was selected, how the questions were phrased, etc.

But who wrote the questions? How were the questions worded? What order were the questions in?

The organization that pays for the survey makes those calls and thus, frames the issue. Have you ever heard of a "Push Poll"?

In this case EMILY's List made those decisions.
