Flip = flippant = dashing off a reply without any thought, resulting in a shallow treatment of a serious topic.
If he was 'flip,' it shows that he is also a moron, going on stage at an evangelical church not having given serious thought to the subject of when life begins.

Barry, better get the word to your running mate. He used "above my pay grade" in a Meet The Press interview today...
