That assumes it is known when they began planning the attack, how much time is required for the planning and that part of the plan doesn't include laying low for several years as history has shown is part of the terrorists MO.

Let’s hope it takes greater and longer planning for a terror attack than it did a few years back. We’ve spent a large amount of money to detour those bastards.
