No the Constitution gives the states the power over the “electors” of the Electoral College. The Constitution allows each state legislature to designate a method of choosing electors. What has occurred for the most part at least in the last two presidential election cycles is that the states’s popular vote awards the electors to the winning party candidate. (You actually vote for a slate of electors who represent your party. They pick POTUS & VPOTUS.) However Nebraska & Maine (I went and looked this up!)now award their electors by congressional district.
Do any others do this? I thought New Jersey was going to award its electors to whoever won the national popular vote. (Did that pass the NJ legislature? Was it challenged in court?) Also California was trying to adopt the method used by Maine & Nebraska. Did Ca succeed in doing that?

You would be correct if this was indeed a Zogby poll, but it’s not a poll, it’s an on-line survey, which is not scientific in the least:
“Methodology: Zogby International conducted an online survey of 433 likely voters. The poll ran from Sept. 9-12. It carries a margin of error of +/- 4.8 percentage points.”
