AIDS experts praised the United States on Tuesday for ending its two-decade ban on HIV-positive people entering the country, and said travel restrictions by dozens of other countries are hurting efforts to control the epidemic.
I'm wondering how that works. I'm guessing it means they can't be treated effectively at taxpayer expense if they aren't here living on welfare.

And aren’t able to live on welfare in the other, wiser countries who still bar them. To me this is another instance of OUR government putting the interests of foreigners ahead of the interests of those it is supposed represent and defend - U.S. citizens.
