"He did vote against helping the babys,he argued that it was unconstitutional to do otherwise." He argued passing the law would "prejudice the original intent of the mother (having the abortion)." The original intent was to have an abortion. The plain and obvious meaning is that he didn't want that outcome affected by a child being born alive.
What else could it mean?
