Actually, if he votes against it he could win. He holds a presser and says "I tried to work with the Democrats and President Bush but they have decided not to do what is right. This is a horrible bill and I cannot support it."
He is then running against Bush and the Dems for the rest of his campaign.

Any other course of action will bite him in the butt, if not now, then later.
