Aren’t birth records public knowledge?

It appears getting a copy of a real BC is not possible unless you are the actual person. BUT shouldn't a citizen have the right to ask the state of Hawaii if a baby was born in Hawaii to Stanley Ann Dunham (or various AKAs)? No one other than eligible state employees need to look at the BC to verify this. Would this work?

I think I had read that Hawaii won't release anything due to privacy concerns.
