I didn't say he didn't have one, I said maybe they didn't look close enough at the one he presented. Did you present utility bills to show your residency? Or did you provide proof of citizenship?

I had to take my birth certificate and IIRC a second piece of ID and a photo and I had to go in person. The birth certificate could NOT be a photocopy. It had to have the raised seal etc.
