YEs it does. You must be a natural born citizen to be a U.S. President. So stated in the constitution.
You can be a Foreign Born Natural Citizen

case in point....McCain was born in the Panama Canal Zone.
I was born, Overseas...in a Non-Armed Services Hospital (Civilian).

Isn’t true that Obama, like McCain, would’ve needed two parents who are both qualified US Citizens, in order to be considered a natural born citizen?
