She’s speaking code that we should be more “tolerant” of terrorists, because we only “fear” them because they “look different”. See, it’s we who are to blame, not the terrorists. Plus she’s trying to induce sub-conscious guilt in people for being careful-she would say “paranoid”-over the groups from whom the terrorists have largely come.
