In our family, we took the top hair, spit it good, and then curled it around our fingers into a little wave around our index finger, sticking straight up. Actually did it for family photographs.
Spit curling baby hair is a very old tradition, and is much more “eco-friendly” than hairspray, if you stop to think about it!
