Starting in the 1848 Election, congress determined that the date for selection of electors was the first Tuesday after the First Monday in november... To change that after 160 years would be a real earth shaker, and remember the Electors meet on the first Monday after the second Wednesday in December (December 15, 2008). So there has to be time to caount ballots.
