The public schools have failed miserably. First they thought it was good business to start shoving sex down the throats of children through mandatory sex ed. Once this practice encouraged more of the behavior, they decided “if they are going to engage in what we taught them, we better encourage proper contraceptive use and confidential abortion advice”. This led to an increase in teen pregnancies. The hand wringing liberals decided children should not be ostracized so now every high school has day care. This enabling practice encourages more sexual activity. I'm hearing stories of more pregnancies by girls who just want the attention.
These negative consequences are celebrated and enabled as the teachers are afraid to make anyone feel bad about the poor decisions they make.

I was a GREAT officer on ‘the rez’, GREAT (Gang Resistance Education And Training, which is a program similar to DARE but continues throughout the summer and also has a family component). The two biggest things I would emphasize was
1. Do what is right in spite of what may seem popular. &
2. Parents need to be the parents and the children need to be the children, once the children grow up, move out and start their own families that's when parents can be the friend. Don't confuse being nice and friendly with being friends.

A local urban school has multiple pregnancies, including a 13-year-old pregnant for the second time, and administrators perceive their greatest problem to be teen pregnancy (they've made progress against drugs and violence).
In these homes (mainly Hispanic), the teenager's moms welcome the additional babies. School administrators suspect an economic motive.

A key parental influence on teen sex is family structure.....Not only on teen sex, but on every area of dangerous behaviors!
Having an intact family structure gives kids an even chance for success. The presence of a mom and dad, who fight through the hard times is enormously beneficial and is the role model for future relationships. Small wonder that the chickens of loose morals are coming home to roost. We now have generations of families with broken families and no concept of what a proper mom-dad-mother-father-child relation looks like.
