If you are referring to awarding electoral votes based upon who wins the most votes nationwide it does not go into effect unless all or almost all states go along. It is true that electors can vote for any eligible candidate as long as P and VP are from different states.

I've been thinking about that for a couple of weeks.
Article IISection 1. The executive power shall be vested in a President of the United States of America. He shall hold his office during the term of four years, and, together with the Vice President, chosen for the same term, be elected, as follows:
Each state shall appoint, in such manner as the Legislature thereof may direct, a number of electors, equal to the whole number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or person holding an office of trust or profit under the United States, shall be appointed an elector.
They [states] are pre pledging the electoral votes. They don’t need an amendment to do that. There is no law stating how the electors cast their vote.

It is not the amount of the states, it is the number of electors. They are at 187 electors now with 8 more states that are on board for signing. I’m still looking to see what those totals will be when I figure out what the 8 additional states are.
Electors are secondary to the State decisions. Since the vote has not occurred the electors are not even known much less “pledged” to a candidate. This won’t effect this year’s election and historically would change maybe two elections in the 221 years the nation has been under the Constitution. I cannot see any small state, even blue ones, going along with this step which is completely legal even if it negates the concept of federalism which the Founders established.
You are wrong. You didn’t read the it. The total elecs that are pledged to the popular vote are 187. If the remaining states sign, which 8 have passed house and senate, it may be 270. It is for this election if they reach 270. Read the legs, don’t assume.
I be wong, too. They don't have anywhere near the 187 number and even if all 57 states adopted it tomorrow, it would not affect this election in the slightest.

The states that have signed the bills have 187 electorals between them. There are 8 that can be signed by November.
There are all manner of agreements, and associations between the states.

Yes he vetoed it; but there was an article on Progressive State saying they were overriding and cited the success of Hawaii’s override. That article is now pulled and I can’t cite it now.
But if you feel protecting our elections is something you need to dig a hole and cover up, why not just hit abuse and call the admin over to delete my turds?
And every state is not going to adopt it. It is attractive only to the loony left.
